Streamlined Evaluation & Reporting

An Innovative Solution

We were excited to take on a project of this size and complexity, involving multi-level reporting to the funding agency while also managing subcontractor performance reporting.

Our approach included:

  • Reviewing all project documentation — contracts, guidelines, procedures, and principal instructions.

  • Defining the purpose of each report and aligning them with key performance decisions.

  • Consolidating reported outcomes and focusing dashboards around decision-making.

  • Using data and analytics to create a streamlined, effective reporting system.

  • Ongoing monitoring to identify gaps and continuously improve.

The results were outstanding:

Stakeholder Engagement Planning and Execution Strategies (CaLD & Homeless)

A Story of Success

Vision Australia’s FNQ team approached Resilient Communities to design a Culturally and Linguistically Diverse (CaLD) Engagement Plan and execution strategy.

We were able to draw on our deep experience, networks, and engagement expertise to deliver a practical, effective solution.

Our approach included:

  • Mapping stakeholders and multicultural community groups.

  • Using Census data to understand community demographics and needs.

  • Applying the IAP2 Spectrum to guide engagement levels.

  • Reviewing relevant local, state, and federal multicultural strategies.

  • Working closely with the operational team to embed engagement processes.

  • Delivering a tailored training program, “Managing Cultural Differences in Projects”, attended by 12 staff across Townsville, Cairns, Mt Isa, and Darwin.

The results:

  • A comprehensive, practical CaLD engagement plan.

  • Staff equipped with tools and confidence to engage multicultural communities.

  • Stronger capacity to plan, deliver, and evaluate inclusive projects.

  • Ongoing positive impact, with Vision Australia’s FNQ operations thriving.

Disaster Management; Community Support Sub Plan

Innovative Work

The Cairns Local Disaster Management Centre approached Resilient Communities with a general idea for developing a Community Support Sub-Plan. Our role was to transform that idea into a comprehensive, practical, and inclusive plan.

Our approach included:

  • Conducting research, community mapping, and stakeholder engagement.

  • Applying project management, measurement, evaluation, and benchmarking expertise.

  • Reviewing the existing plan and aligning it with updated national and state emergency guidelines.

  • Incorporating local community demographics and defined needs.

  • Consulting with stakeholders to refine and finalise the new plan.

The outcome:
The approved Community Support Sub-Plan is now an integral part of the Cairns Local Disaster Management Centre’s emergency management framework. It ensures community needs and support mechanisms are embedded into disaster preparedness and response.

We are proud to have supported the Local Disaster Management Team in this important work, strengthening resilience and ensuring the community is better prepared for future challenges.

World Mosquito Program - Monash University

"Managing Cultural Differences in Project" Training

Building Cultural Competence for International Success

Often, our clients already have the expertise they need to succeed — they just require targeted support to make a strategic leap. We worked with the World Mosquito Program (Eliminate Dengue) team at Monash University to prepare them for the next stage of operations in the Pacific, particularly Kiribati, Fiji, and Vanuatu.

Our approach included:

  • Designing and delivering a 1.5-day training program: “Managing Cultural Differences in Projects”.

  • Facilitating eight modules covering cultural awareness, conflict management, and cross-cultural communication.

  • Running a practical planning session where participants developed, presented, and refined project plans.

  • Providing three hours of individual one-to-one consultations to address specific needs and challenges.

The results:

  • A highly engaging 12-hour training program that equipped participants with tools and confidence for international work.

  • Tailored one-to-one coaching that supported personal planning and readiness.

  • Positive participant feedback, including:
    “I really enjoyed the entire process; I found it very useful in my planning for my first overseas trip.”

 

By embedding cultural competence and transparent communication, the World Mosquito Program team was able to move forward with confidence, ready to achieve impact across the Pacific.

Census Engagement Strategies (2016 & 2021)

Innovative Solutions for Inclusive Data Collection

Our work in census engagement has spanned multiple national programs, beginning with the 2016 Census and continuing with a leadership role in the 2021 Census.

2016 Census (CaLD, ATSI & Homeless)

This was our first large-scale project — and a defining one. Over six months, we designed and delivered a stakeholder engagement strategy to reduce the undercount across the Cairns region, focusing on three strategic areas: Multicultural (CaLD), Aboriginal and Torres Strait Islander (ATSI), and Homeless communities.

Key achievements:

  • Researched 2011 Census gaps and developed targeted engagement strategies.

  • Recruited, trained, and managed a cross-functional team of 17 field officers, including specialist First Nations and CaLD staff.

  • Briefed 25 stakeholders and implemented 66 engagement strategies in two months.

  • Designed and executed a response plan, convincing 93 low-response households to complete their census forms.

  • Achieved the highest homeless enumeration outcomes in Queensland.

This project established our expertise in inclusive engagement at scale and created a blueprint for future census engagement.

2021 Census – Community Engagement Manager & Arabic Spokesperson (North Queensland)

Building on our 2016 success, we played a key leadership role in the 2021 Census as Community Engagement Manager for North Queensland. In addition to leading engagement strategies, Hala was appointed as a Census Spokesperson in Arabic, helping to connect with Arabic-speaking communities across Queensland and ensuring accurate, culturally safe messaging.

Key contributions:

  • Developed and executed inclusive engagement strategies across diverse communities, including multicultural, First Nations, older persons, and people experiencing homelessness.

  • Acted as a trusted Arabic-language spokesperson, appearing on live morning shows, answering listener questions, and providing guidance and information directly to the community.

  • Delivered culturally tailored media communications that improved awareness and trust in the census process.

  • Built networks with local councils, NGOs, and multicultural organisations to strengthen outreach and participation.

  • Provided strategic advice and training to field staff to ensure culturally safe and effective engagement.

  • Delivered measurable improvements in census participation across priority groups in North Queensland.

Together, these experiences highlight our proven ability to design and deliver inclusive, targeted, and impactful engagement strategies that ensure every community has a voice in national data.
